Benefit and Payroll Specialist
Northwestern Ohio Community Action Commission (NOCAC) is seeking a detail-oriented and dependable Benefit and Payroll Specialist to join our Finance team. This position plays an important role in supporting our staff by administering employee benefits and ensuring payroll is processed accurately and on time.

Schedule (34 hours per week)
Monday – Thursday
7:00 AM – 4:00 PM or 7:30 AM – 4:30 PM
Pay
$21.30 – $23.52 per hour, based on education qualifications

Key Responsibilities
This position supports both employee benefits administration and payroll processing for the agency. Responsibilities include:
Benefits Administration

Coordinate employee enrollment in medical, dental, vision, life, and disability plans

Maintain accurate benefit records and payroll deductions
-
Assist employees with benefits questions and enrollment changes

Coordinate COBRA notices and disability claims with insurance providers
-
Reconcile insurance invoices and verify deduction accuracy
-
Support annual open enrollment
Payroll Processing
-
Process payroll accurately and on time, including wages, taxes, benefits, and deductions
-
Review and verify bi-weekly timecards and payroll reports
-
Maintain employee payroll records and system updates
-
Ensure compliance with federal, state, and local payroll regulations

Coordinate garnishments and payroll adjustments
-
Assist with payroll reporting and reconciliation
Qualifications
-
Associate degree in Accounting, Finance, or a closely related field preferred (one-year certification accepted)

Payroll experience preferred, including use of Excel and payroll systems

Knowledge of payroll preparation, balancing, and internal controls

Strong organizational skills and attention to detail
-
Excellent written and verbal communication skills
Additional Requirements

Valid Ohio driver’s license and insurable driving record

Ability to maintain confidentiality and professional boundaries

Successful completion of background and drug/alcohol screening as required by funding sources and agency policy
