Health Care Coverage and Insurance
POLICY:
NOCAC Child Development will determine if each participant has an ongoing source of health care coverage or insurance within 30 calendar day of enrollment.
PROCEDURES:
- During the first home visit, the teacher or Home Visitor (HV) will review the “Source of Health Care Questionnaire” with the family.
- If a center based family does not have coverage, the questionnaire will be forwarded by the teacher to the Family Advocate (FA) who will provide followup with the family and set goals when needed to assist the family on the Medicaid application process to be documented in the “Health Information” tab, under medical/dental coverage notes.
- For home based families without ongoing source of coverage the HV will set goals when needed to assist the family on the Medicaid application process to be documented in the “Health Information” tab, under medical/dental coverage notes.
- The family will be given information on Medicaid (https://medicaid.ohio.gov) including managed care options provided by the HSM.
- The form is sent in to the Central Office for tracking in ChildPlus.
- The status will be recorded in ChildPlus as the “at enrollment” for PIR purposes.
- During the second parent teacher conference, the teacher will review the “Source of Health Care Update Questionnaire” to ensure the family has not lost or changed coverage. Home Visitors will review during the month of May.
- Center based staff will forward all changes or concerns to the FA for followup.

- The form is sent into the Central Office for tracking in ChildPlus.
- This status will be recorded in ChildPlus as the “end of enrollment” for PIR purposes.
- NOCAC is the last source of payment. Staff may refer to the Funding for Uninsured Policy.
- Center staff will document efforts to access other available sources of payment in ChildPlus in the Health Tab under the “Health Information” notes section before NOCAC funds are used.
- The Health and Safety Manager will provide annual Medicaid training to update staff on the basics of Medicaid and HealthCare.gov and the Affordable Health Care Act.
- The Health and Safety Manager will provide families with enrollment information throughout the program year through newsletters and NOCAC social media.
- The Health and Safety Manager and Staff will assist the FA or Home Visitor when having difficulties with families that need to understand how to navigate with the health care system to meet the needs of their children.
- The Health and Safety Manager will monitor ChildPlus “At Enrollment” and “At End of Enrollment” status each Fall and Spring.
